Steve Kowalski of Entrust Payroll Solutions on Building a Business Around Service, Relationships, and Community in Southwest Florida
With more than 20 years in payroll and HR services, Steve Kowalski built Entrust Payroll Solutions around responsive, relationship-driven service for businesses across 21 states.
When most people think about payroll, they think about software, tax forms, deadlines, and compliance. But for Steve Kowalski, founder of Entrust Payroll Solutions, payroll has never really been about numbers.
It has always been about people.
Sitting down inside the MelloD Designs production studio for this edition of SWFL Spotlight Built Here, Steve reflected on the experiences that shaped both his business philosophy and his personal life. What emerged during the conversation was not simply a story about payroll services. It was a story about relationships, resilience, family, and building trust within the Southwest Florida business community.
For more than 20 years, Steve has worked in payroll and HR services, helping companies navigate one of the most critical and often stressful parts of running a business. But after years inside large corporate payroll systems, he realized many small business owners were feeling overlooked.
“It wasn’t about the money. It was more about the service.”
Steve Kowalski
That realization became the foundation for the company he would eventually build.
a payroll company built around relationships
Building a Payroll Company Around Relationships Instead of Transactions
Before launching Entrust Payroll Solutions, Steve spent years working in corporate sales and payroll environments, including 14 years with AT&T Corporate Sales.
The experience gave him a front-row seat to how large organizations operate, but it also helped him identify gaps in customer experience that smaller businesses often struggled with. Long hold times. Poor communication. Feeling disconnected from the people handling sensitive business operations.
Rather than competing solely on price, Steve focused on something different: responsiveness and accessibility.
Today, Entrust Payroll Solutions serves businesses in 21 states while maintaining a highly relationship-driven approach. Clients are assigned dedicated payroll specialists, calls are returned quickly, and customers speak with real people instead of automated systems.
“No matter where they call, a human being in the States answers the phone.”
Steve Kowalski
That emphasis on communication has fueled much of the company’s growth through referrals and word-of-mouth connections between business owners.
giving back to the community
Why Community Still Matters to Entrust Payroll Solutions
Although the company now works nationally, Steve repeatedly returned to the importance of staying connected locally.
That local-first mindset shows up in the organizations Entrust supports throughout Southwest Florida, especially programs involving children, schools, and community outreach initiatives.
“We do a lot with kids,” Steve shared. “We support a lot of schools, and we give a lot back to schools that we work with.”
The company also works with organizations like Blessings in a Backpack and sponsors local sports teams and educational initiatives. Beyond simply writing checks, Steve emphasized wanting to see the direct impact their support creates within the communities they serve.
“It is nice to get your hands in there and really work with them and see the people you’re going to impact.”
Steve Kowalski
That philosophy mirrors the broader approach Entrust takes with clients. Rather than functioning as a distant vendor, the company tries to position itself as a long-term partner invested in the success of local businesses.
from new jersey to southwest florida
From New Jersey to Southwest Florida
Long before building a payroll company in Southwest Florida, Steve was adjusting to life after moving from New Jersey in 1989.
“I was shell shocked,” he admitted while laughing about the transition from city life in New Jersey to Southwest Florida in the late 1980s. Still, he quickly recognized the opportunities available in the region and eventually built both his personal and professional life here.
That journey also included one of the defining periods of his life: raising his three boys as a single father for seven years. Rather than speaking about that period with regret, Steve described it as one of the most meaningful chapters of his life.
“I got to spend so much time with them and see so many things of them growing up,” he said.
Eventually, Steve met his wife Dina, blending their families together into a household with five boys. Today, their children have gone on to careers across the country, including military service in both the Marines and the Army.
the mindset behind the business
The Mindset Behind the Business
One of the clearest themes throughout the interview was Steve’s focus on perspective and problem-solving.
“You go through changes, you go through problems,” he said. “It’s the choices you make of how to get through those.”
That same philosophy shapes the culture inside Entrust Payroll Solutions. Payroll may seem transactional on the surface, but Steve sees it differently. Business owners often deal with stress, staffing challenges, compliance issues, and financial pressure daily. His team tries to approach those situations with empathy instead of frustration.
“You don’t know what that client is going through that day. They might be upset at something else. They’re not upset with you.”
Steve Kowalski
That mindset of starting with curiosity rather than defensiveness has become part of how the company trains its staff and maintains long-term relationships with clients.
why payroll is really about trust
Why Payroll Is Really About Trust
As the conversation wrapped up, Steve reflected on what brings him the most satisfaction in the work. His answer had little to do with payroll processing itself.
“It’s not about the payroll. It’s about the people,” he said.
Over the years, Entrust Payroll Solutions has watched businesses expand, open second locations, and grow from startups into established companies. Along the way, many client relationships evolved into genuine friendships.
“We’ve been to baby showers. We’ve been to kids’ birthdays. They’re more friends after a while.”
Steve Kowalski
That perspective helps explain why so much of the company’s growth continues to come through referrals and long-term relationships rather than aggressive sales tactics. In a business category often viewed as transactional, Steve Kowalski built Entrust Payroll Solutions around something far more personal: trust, communication, and community connection.

Why stories like this matter in Southwest Florida.
One of the most interesting aspects of our conversation with Steve was how often the discussion moved away from payroll itself and toward relationships, family, and trust.
For many Southwest Florida business owners, success is not just measured in revenue or growth. It is measured in reputation, reliability, and the relationships built along the way.
Local businesses are often built one honest conversation, one referral, and one trusted relationship at a time.
Steve’s story reflects that mindset clearly. Whether discussing raising his children, supporting local schools, or helping business owners navigate stressful situations, the common thread throughout the interview was people first.
That human-centered approach is ultimately what makes stories like this resonate throughout the Southwest Florida community.
